It is because certain negotiations between ABC Studios and CBS are to take place before the network can finally confirm "Criminal Minds" Season 13. The series comes from ABC Studios, hence CBS has to follow a different protocol while confirming anything related to the BAU series.

According to Deadline, since "Criminal Minds" is a long running series, it often misses early pickup from CBS. The network always haggles with ABC Studios over costs and other deals.
